Can someone with more knowledge about what this means please explain what the Rockets can do with this.

I can try and figure it out but I know there are people here that can put what this mean in better words. How can the Rockets use this? Can someone put out a senario that would work using the 2 exceptions? Im assuming the Rockets are going to use these exceptions to get a big man, would this allow them to get Marc Gasol in any way?
