Grant expansion franchises to Norfolk, Pittsburgh, Tampa Bay, Cincinnati, Kansas City, Saint Louis, Mexico City, Las Vegas, Seattle and San Diego. Not all in one year, but maybe one every year for 10 consecutive years. No expansion drafts of veteran players, but rather give expansion teams 15 consecutive selections in the annual NBA draft right after the lottery picks. This means that playoff teams would only have one selection, and it would be a normal 2nd rounder.
Realign into 8 divisions of 5 teams each.
Atlantic Division: Brooklyn, Charlotte, New York, Norfolk and Washington.
Northeast Division: Boston, Cleveland, Philadelphia, Pittsburgh and Toronto.
Southeast Division: Atlanta, Miami, New Orleans, Orlando and Tampa Bay.
Central Division: Chicago, Cincinnati, Detroit, Indiana and Milwaukee.
Metro Division: Kansas City, Memphis, Minnesota, Oklahoma City and Saint Louis.
Southeast Division: Dallas, Houston, Mexico City, Phoenix and San Antonio.
Northwest Division: Denver, Las Vegas, Portland, Seattle and Utah.
Reduce regular season to 66 games, including 2 home games + 2 road games vs. division opponents = 16 games + 1 home game + 1 road game vs. other 15 conference opponents = 30 games + 1 single game vs. 20 non-conference opponents = 20 games.
Maintain 16-team post-season format. Reduce all playoff series' except NBA Finals to best 3 out of 5 games.
