The ranking placed only Doc Rivers, of the Los Angeles Clippers (3), Gregg Popovich of the San Antonio Spurs (2) and David Blatt of the Cleveland Cavaliers (1) ahead of the Rockets' fearless leader.

McHale was credited mostly because he took Houston to the No. 2 seed and within a breath of the conference finals despite heaps of injuries last year.
You'll recall the Max Croes coach rankings from August (I'm sure), when TDS' own staff put together an almost identical list, except Gregg Popovich was No. 1, Doc was No. 2 and Erik Spoelstra was No. 3. Moore put Spo at No. 9 in his list, with the couching that he should have been higher when LeBron was still around. Max had David Blatt at No. 12, which seems way closer to reality.
Coincidentally, ESPN ranked the Rockets 5th in their power rankings.
